The Regional Environmental Center for Central and Eastern Europe (REC) is international organisation with a mission to assist in solving environmental problems in Central and Eastern Europe (CEE). The center fulfils this mission by promoting cooperation among non-governmental organisations, governments, businesses and other environmental stakeholders, and by supporting the free exchange of information and public participation in environmental decision making. The representative office of REC for CEE in Bulgaria was founded in 1993, and is comprising of experienced in different spheres team members and is working with a set of prominent local and international experts. REC for CEE Bulgaria works in the following fields: - Development of promotion of education materials and programs for local sustainable development; - Decisions and innovations based on expertise in the waste management, energy efficiency, management and of water and air quality, protected areas and NATURA 2000 territories; - Assistance during project development process focused on the Operational programs in Bulgaria for the European Structural funds; - Training of local authorities, non-governmental organizations and business in planning and development of project proposals in the field of sustainable development; - Support during the preparation and discussion of strategic documents, as plans for management and development, short and long-term strategies on local and national level, etc. - Elaboration and conduction of information campaigns on different subjects concerning environmental protection; - Support of trans-boundary cooperation and development of trans-border regions conformed to the European policy, mediation and pursue of sustainable and environmental subjects;

Since the early beginnings of Romania’s transition to democracy, the grants schemes, the support for networking and training programs managed by REC Romania, ensured the emergence and growth of a diverse and active community of environmental NGOs. This NGO support mandate continues to be high on the priorities list of the Country Office, bearing in mind that Romanian government should engage in an open dialogue with the environmental civil society, on matters related to the EU Accession. Strategic partnerships have also been constantly created since 2000, with the Ministry of Environment and Waters Management, and its network of Regional and Local Environmental Agencies, who have benefited from the growing expertise of the office in climate change, waste management, public participation in water management and environmental investment. Technical assistance provided to local authorities in areas of: Environmental Management Systems, Energy Efficiency, public participation have increased the profile of REC Romania among these stakeholders, while in the same time, enabled REC to better understand the challenges and needs on the ground
